KAMPALA, Uganda — Uganda’s long-serving President, Yoweri Kaguta Museveni, recently delighted a press gathering with a characteristically candid revelation about his personal life, explaining why Ugandans have never seen him display public romance toward the First Lady, Janet Museveni.

“Exhibitionism of sexual behavior, including public kissing, is forbidden in our culture,” Museveni previously noted regarding traditional values. “If I kissed my wife in public, I would lose elections.”
