The visible coordination between the armed civilians and the state security apparatus has triggered widespread consternation.

While Interior Cabinet Secretary Kipchumba Murkomen maintained that Thursday would remain a normal working day and explicitly denied that the state condones or collaborates with criminal gangs, the visual reality on the streets suggested a different narrative to onlookers.
