Tensions are quietly brewing across Kenya’s bustling markets and informal trade hubs following recent federal immigration and trade sweeping changes.
Local security agencies face massive structural pressure as communities navigate the complex social dynamics surrounding regional integration and worker protections.
Government Spokesperson Charles Owino issued a stern warning against the harassment and intimidation of foreign nationals. Addressing the press on Monday, September 7, Owino confirmed direct orders given to national security forces and local authorities.
The state strictly mandates full protection for all documented foreign nationals and those currently undergoing official registration processes. Any individuals caught exploiting public directives to fuel xenophobic sentiments or mistreat regional neighbours face swift, decisive legal action.
“Any element seeking to exploit recent directives to fuel xenophobic sentiments or mistreat our neighbours will face the full force of the law,” Owino declared.
These official warnings come shortly after President William Ruto regulated small-scale retail and informal trade activities. The policy alignment under the Local Content Bill ordered a halt to foreign-run hawking operations across the country.
The systemic changes caused immediate friction, leading to reports of harassment targeting foreign traders, including Burundian nationals. Many affected individuals faced hostility simply while navigating complex work permit and licensing requirements under Kenyan law.
Owino reiterated that government policy strictly forbids discrimination, arbitrary harassment, or intimidation against foreign citizens. He urged the local business community and community leaders to uphold peace and promote regional cohesion.
Meanwhile, Foreign Affairs Principal Secretary Korir Sing’Oei personally visited affected foreign citizens to offer government support. Sing’Oei reassured them that law enforcement officers will safeguard their wellbeing while they resolve their documentation issues.

Kenya continues balancing local economic priorities while maintaining its long-standing commitment to East African regional unity.
