Orange democratic Party leader and President William Ruto are currently chairing a parliamentary group meeting in Karen, Nairobi. They are trying to whip the both houses to follow their Plan as a broad based administration.
Several Issues have been discussed with the President highlighting his plan for Kenyans; including the transformation the country will get when the project is finalized.
Well, it was Raila’s time that has elicited mixed reactions online. It seems like the members of Parliament were not happy at all with what he said.
According to the video seen, the legislators both from Kenya Kwanza administration and ODM party are heard heckling after Odinga asked them to relinquish CDF funds to counties. He claimed that, the constituencies are not devolved units and therefore, it is wrong for the funds to be channeled to the legislators.

Raila continued by claiming that, by forwarding the CDF funds to counties, it is going to strengthen devolution and many Kenyans are going to receive projects nationwide as the legislators focus on making laws.

The legislators angrily reacted to the remarks made by Odinga. According to them, they deserve to have the money and on the contrary, more funds should be added to them.
A few months ago, they were even demanding for rural roads funds to be channeled to them. They claimed, they make more roads within their areas as compared to what the counties are doing.
Ruto’s intervention on Raila’s being Heckled.
President William Ruto was forced to come in and calm the legislators who were openly booing Odinga for his remarks. Ruto claimed that the truth indeed hurts. He continued by claiming, the aim of coming up with CDF money was to make sure that the grassroots got funds.
