Ruto and Oburu Convene High-Stakes Naivasha Retreat to Map 2027 Election Strategy

NAIVASHA, KENYA — President William Ruto and Orange Democratic Movement (ODM) leader Oburu Oginga are set to host a pivotal three-day retreat in Naivasha from Sunday, August 9, through Tuesday, August 11, 2026.

The high-level gathering brings together governors, deputy governors, and Members of Parliament (MPs) to lay the groundwork for a joint presidential campaign ahead of the 2027 General Election.

According to an internal memorandum issued by National Assembly Minority Leader Junet Mohammed, the conference will focus on aligning parliamentary strategy, settling coalition friction, and formally beginning negotiations for a shared election manifesto.

The initiative signals a decisive shift from a temporary governing arrangement—formed under the broad-based government in 2025—toward a formal pre-election electoral alliance between Ruto’s United Democratic Alliance (UDA) and Oburu’s ODM.

A primary goal of the retreat is establishing a common policy agenda. Five-member technical teams from both parties are currently drafting a single governing blueprint expected to be finalized before the end of the year.

Unlike traditional Kenyan political pacts that rely heavily on post-election power distribution, this joint manifesto will outline unified positions on national debt, economic development, healthcare, public administration, and constitutional reform prior to facing voters.

Despite the collaborative framing, the retreat must navigate intense internal divisions over two sensitive issues: electoral zoning and the selection of President Ruto’s 2027 running mate.

The selection of a running mate has created significant friction. ODM leadership has increasingly demanded the deputy presidency, a seat currently occupied by Kithure Kindiki.

Speaking at State House on August 4, Oburu indicated that while ODM supports Ruto’s re-election bid, all subordinate posts remain negotiable, subtly hinting at his own interest in the position.

Senior ODM figures, including Simba Arati and Samuel Atandi, have called for a 50-50 power-sharing structure with ODM supplying the deputy president.

Party zoning presents another major hurdle. Key ODM leaders, including National Chairperson Gladys Wanga and Kisumu Woman Representative Ruth Odinga, maintain that ODM strongholds must remain reserved exclusively for their candidates.

Conversely, UDA leadership has rejected zoning proposals, launching nationwide recruitment drives across traditional ODM territories—such as the Coast region—where UDA intends to field candidates for every elective position.

As the ruling partnership faces sustained pressure from the United Opposition, the Naivasha talks will serve as a crucial test of whether UDA and ODM can reconcile competing ambitions into a unified front for 2027.
