Otieno argues that the opposition should make the electoral commission a central part of its 2027 strategy from now, focusing on accountability, transparency and safeguards throughout the electoral process.
His warning comes as the IEBC steps up preparations for the August 10, 2027 election. The commission has published an Election Operation Plan covering voter registration, technology, logistics, stakeholder engagement, dispute resolution and the management of election results.
The IEBC has also announced a target of registering at least 28.5 million eligible voters and says it is working toward an election that is free, fair, transparent and verifiable.
For Otieno, however, the opposition must go beyond campaign speeches and begin closely examining every stage of the electoral system.
That includes scrutinising voter registration, identification, transmission and tallying of results, while demanding clear explanations where questions arise.
The lawyer’s message places the spotlight firmly on the period before polling day, arguing that electoral credibility is built long before voters enter polling stations.
With the IEBC already implementing its preparation timetable, the coming months could therefore become increasingly important for political parties and candidates seeking assurances about how the 2027 vote will be administered.
For the opposition, the message is clear: electoral oversight cannot begin after the ballots have been cast.
