Was Gachagua Right? Aden Duale’s SHA Statement Sparks Mixed Reactions
A recent address by Health Cabinet Secretary Hon. Aden Duale has sparked intense public debate across Kenya, with many citizens revisiting predictions made months ago by former Deputy President Rigathi Gachagua.
Speaking at a recent public event, CS Duale announced a major digital transition within the national healthcare apparatus.
Duale directed all contracted health facilities to migrate to the certified Health Management Information System (HMIS) as the government moves to shut down the existing SHA provider portal. According to the Health Ministry, HMIS will take over operations to eliminate claim delays, curb fraud, and improve service delivery.
However, news of the portal shutdown and system migration immediately triggered widespread online reactions. Shortly after the video circulated, a cross-section of Kenyans drew parallels between the policy shift and former DP Rigathi Gachagua’s earlier warnings. Months prior, Gachagua publicly alleged that the Social Health Authority (SHA) model was structurally flawed and predicted it would collapse within six months.

For critics and skeptical social media users, Duale’s phrase “collapsing the provider portal” served as a confirmation of Gachagua’s prophecy. Many argued that abandoning the original SHA portal proves the scheme faced underlying technical and operational failures.
Conversely, government supporters and health officials maintain that the transition to HMIS is not a collapse, but a planned digital upgrade. They emphasize that SHA as an insurance framework remains intact, while the underlying technology is being modernized to prevent financial leakages and streamline hospital reimbursements.
As the government enforces the deadline for health facilities to switch to the new system, the political and public debate continues—leaving Kenyans divided on whether the move represents a necessary administrative repair or the realization of Gachagua’s dire prediction.
