NAIROBI, Kenya — A tense moment unfolded in Parliament after National Assembly Majority Leader Kimani Ichung’wah sharply confronted a Cabinet Secretary over what he termed as failure to enforce key education policies.
During a special sitting, Ichung’wah, a known ally of President William Ruto, did not hold back his frustration as he demanded accountability from Education Cabinet Secretary Ezekiel Machogu Ogamba. The Majority Leader accused the ministry of allowing illegal practices to persist in schools, despite clear government directives.
At the center of the heated exchange was the continued practice of school heads sending students home over unpaid remedial and lunch fees. Ichung’wah termed the move unlawful and exploitative, insisting that it undermines the government’s commitment to accessible education.
“It is wrong for teachers and school heads to send children home for money that is not part of the approved fees structure,” he stated, drawing attention from lawmakers present.

He further demanded that the Cabinet Secretary present a comprehensive list of teachers and administrators violating ministry policies, signaling a possible crackdown on offenders.
The Majority Leader also raised concern over reports that some schools are still compelling parents to purchase uniforms from specific shops, despite a government ban on the practice. He questioned why such directives have not been fully implemented across the country.
In response, CS Ogamba appeared to struggle to provide satisfactory answers, prompting further criticism from Ichung’wah, who insisted on stricter enforcement mechanisms.
