NAIROBI, KENYA — State House has forcefully dismissed reports published by The Standard daily claiming President William Ruto stripped Deputy President Kithure Kindiki of core executive powers to elevate Prime Cabinet Secretary Musalia Mudavadi.
Speaking on behalf of the administration, Senior Presidential Advisor Dennis Itumbi labeled the newspaper report as “fake news,” attributing the article to sensationalist reporting meant to create non-existent rift dynamics within the United Democratic Alliance (UDA) government executive hierarchy.
The State House clarification comes after headlines suggested intergovernmental relations and administrative mandates had been unilaterally transferred from the Deputy President’s office to the Prime Cabinet Secretary.
Rebutting the claims, government officials noted that Kenya’s intergovernmental relations framework is governed by clear constitutional, legal, and institutional mandates rather than political whims.

To debunk the media narrative, State House outlined the distinct mandates of the four key institutions that oversee relations between the National and County governments:
1. The National and County Government Coordinating Summit
The Summit remains the apex intergovernmental body in Kenya. Chaired directly by the President and comprising all 47 County Governors, its primary focus is offering high-level national leadership, promoting cohesion, and strengthening dual-tier government cooperation.
2. Intergovernmental Budget and Economic Council (IBEC)
Established under the Public Finance Management (PFM) Act of 2012, IBEC is chaired exclusively by the Deputy President. It serves as the primary consultative platform for public finance, equitable revenue sharing, and county budget implementations between national and county leadership.
Crucially, the Principal Secretary for Devolution sits directly within the Deputy President’s Office, solidifying DP Kindiki’s statutory oversight over fiscal devolution.
3. Intergovernmental Relations Technical Committee (IGRTC)
The IGRTC operates as the technical execution arm supporting the Summit’s decisions and resolving intergovernmental disputes.
Because legislative accountability requires executive reporting, Prime Cabinet Secretary Musalia Mudavadi answers intergovernmental framework queries before Parliament. Consequently, the PS for Parliamentary Affairs operates out of the PCS office.
4. Council of Governors (CoG)
Established under independent legislation, the Council of Governors acts as the collective voice for all 47 counties, liaising continuously across all intergovernmental bodies without replacing statutory executive roles.
“Suggesting that one office has taken over another’s constitutional or statutory role is simply inaccurate. Facts do not change because of misleading headlines,” noted government communications officials.
By detailing the legal delineation between DP Kindiki’s role heading IBEC and PCS Mudavadi’s parliamentary liaison responsibilities, State House reaffirmed that Deputy President Kithure Kindiki retains his full, uncompromised constitutional powers within the Kenya Kwanza administration.
