President Ruto Names Charles Owino Government Spokesperson, Nominates Wilson Sossion to TSC Board
NAIROBI, Kenya — President William Ruto has announced major changes within the Executive, appointing former police spokesperson Charles Owino Wahong’o as the acting Government Spokesperson and nominating prominent public figures to key constitutional commissions.
The high-level reshuffle was formally announced on Tuesday evening by State House Comptroller and Head of Public Service Felix Koskei following approval by the Public Service Commission (PSC).
Under the new directives, Charles Owino Wahong’o has been redeployed from the Ministry of Information, Communications, and the Digital Economy to serve as the Head of Government Communications in an acting capacity, while simultaneously assuming the role of Government Spokesperson.
Owino’s appointment comes as part of senior-level promotions and strategic redeployments aimed at bolstering public engagement and streamlining state communication across ministries.

In a move that highlights key shifts in educational governance, President Ruto nominated Wilson Sossion, the former Secretary-General of the Kenya National Union of Teachers (KNUT), to serve as a member of the Teachers Service Commission (TSC) board.
Joining Sossion in the nomination to the TSC is Antonina Lentoijoni. Both nominations have been formally submitted to Parliament, where they will undergo vetted approval in strict accordance with constitutional requirements.
Further strengthening oversight in security agencies, the President also nominated Dr. Duncan Ojwang Oburu to chair the Independent Policing Oversight Authority (IPOA).
Dr. Ojwang’s name has similarly been forwarded to the National Assembly for parliamentary review before assuming the leadership of the police accountability watchdog.
According to the official statement from State House, the nominations and redeployments were executed to fill critical vacancies that arose earlier in the year within statutory and intergovernmental bodies.
“His Excellency, the President, has today made nominations to various Constitutional Commissions and Statutory/Intergovernmental Relations Bodies to fill vacancies that arose earlier in the year,” stated Public Service Head Felix Koskei.
“Additionally, the Public Service Commission has approved promotions and redeployments within the senior ranks of the Executive.”
The appointments coincide with the administration’s broader push to refresh key oversight organs and ensure seamless service delivery across constitutional commissions. Members of Parliament are expected to convene committee hearings in the coming weeks to vet the nominees for their respective roles.
