President William Ruto has nominated Canon Dr. Ida Betty Odinga as Kenya’s Permanent Representative to the United Nations Environment Programme (UNEP), a move widely interpreted as both a diplomatic and political masterstroke amid growing succession tensions within the Orange Democratic Movement (ODM).
The nomination, contained in a presidential dispatch dated Friday, marks a rare overture toward the family of the late opposition leader and former Prime Minister Raila Amolo Odinga, who passed away in October 2025.
Pop-up pDr. Odinga, popularly known as Mama Ida, is expected to represent Kenya in global environmental governance, subject to parliamentary approval.
The appointment comes at a politically sensitive moment for ODM, which is grappling with internal divisions following Raila Odinga’s death.
Over the past week, the party has been rocked by public disagreements between rival factions, with Raila’s daughter, Winnie Odinga, reportedly emerging as a leading voice of a “resistance” wing.

Winnie has openly opposed proposals by her uncle, Dr. Oburu Oginga, to pursue broad-based cooperation talks with the ruling United Democratic Alliance (UDA) ahead of the 2027 General Election.
In the official dispatch, the Executive Office of the President described Dr. Odinga as a “distinguished educationist and civic leader,” citing her long career in public service and advocacy.
She previously taught at Highway Secondary School and Kenya High School, served as the founding chairperson of the League of Kenya Women Voters, and held leadership roles in family-owned enterprises, including East African Spectre. She is also a recipient of the Elder of the Order of the Golden Heart (E.G.H.).
Political analysts say the nomination goes beyond diplomacy. By drawing Mama Ida into state service, President Ruto appears to be repositioning himself as a unifying figure while subtly reshaping opposition dynamics. Observers argue the move could weaken hardline factions within ODM, even as it redefines post-Raila political alliances.
If approved, Dr. Odinga will assume her role at UNEP headquarters in Nairobi, amplifying Kenya’s voice on global environmental policy.
