Just In: ODM Sets New Resolutions, Here Is A Full List
MOMBASA, KENYA – Following a high-stakes strategic retreat in Mombasa County, the Orange Democratic Movement (ODM) has officially unveiled a comprehensive roadmap aimed at clinching power in the 2027 General Election.
The retreat brought together the party’s top brass, including the Parliamentary Group, the Council of Governors, and the National Executive Committee (NEC).
In a dispatch released by the Acting Secretary General, Hon. Catherine Omanyo, the party reaffirmed its commitment to transitioning from the Opposition to the seat of government, either independently or through a strategic coalition.
The Path to 2027: A New Vision
The party leadership emphasized that their “dreams remain valid,” highlighting a social-economic agenda focused on the vulnerable.
Key among their promises is a pledge to triple the monthly stipend for the elderly from the current Ksh 2,000 to Ksh 6,000.
“ODM was not formed to seek to form government from the streets, but through democratic means,” the dispatch noted, signaling a shift from protest-based politics to a “seat-at-the-table” strategy.

The Full List of Resolutions
As the party prepares for “organizational renewal,” the following 13 resolutions were adopted to guide the movement:
- Candidate Scouting: The Secretariat is tasked with deploying teams to all regions to identify and recruit viable candidates for all elective positions who align with ODM ideals.
- Nomination Overhaul: The National Elections and Coordinating Committee (NECC) must develop “fail-proof” mechanisms to ensure free, fair, and credible party nominations.
- Refining Nomination Slots: A re-examination of how candidates for nomination slots in Parliament and County Assemblies are identified to address registered concerns.
- Youth and Women Leagues: A revamp of these leagues to ensure organic leadership development and a better generational/gender mix.
- Grassroots Management: Implementation of mechanisms to involve the lowest ranks of the party in election management, including the identification of agents.
- Veterans League: Strengthening the Veterans League to mentor and guide young members into national leadership roles.
- AI Integration: The party will incorporate Artificial Intelligence (AI) Technology as a critical component of its organization and campaign strategy for 2027.
- Data Accessibility: Mandating the party to engage government agencies to lower the “excessively high” cost of data, which hinders access to online services and MSME opportunities.
- Political Party Funds: A demand for the State to fully release political party funds to protect the independence and integrity of parties like ODM.
- Police Brutality Compensation: A push to fast-track compensation for victims of police brutality and extend coverage beyond current legislative provisions.
- University Chapters: Activating ODM chapters in all universities and colleges to strengthen links with progressive youth organizations.
- Voter Registration: Empowering grassroots networks to spearhead the registration of persons and voters across the country.
- Accountability: All actions must be reported back to the Central Committee within one month.
Preserving the Orange Identity
The dispatch concluded with a tribute to the party’s founding father, the late Rt. Hon. Raila Odinga, vowing to keep his aspirations alive. Hon. Catherine Omanyo maintained that the party remains “bigger, greater, and likeable,” asserting that the “Identity is Orange” and will be preserved at all costs.
With these resolutions, ODM has signaled its intent to modernize its operations and solidify its base well ahead of the next electoral cycle.
