President William Ruto has officially set in motion what appears to be his most aggressive political strategy yet as he eyes a second term in the 2027 General Election.
According to a report by NTV Kenya, the Head of State has instructed all Cabinet Secretaries to return to their home regions and spearhead an intensive campaign aimed at informing citizens about the Kenya Kwanza government’s development agenda.
The directive, which has sparked wide debate across the political landscape, is seen as a bold and calculated move meant to consolidate support early and counter emerging opposition forces.
NTV’s report indicates that the President wants his Cabinet members to directly engage the electorate, highlight ongoing projects, and counter what he terms as misinformation from rivals.

However, the move has also triggered mixed reactions online, with critics pointing out that Cabinet Secretaries are expected to maintain political neutrality under the Constitution.
Analysts argue that deploying CSs to campaign may raise legal and ethical questions, especially in a season when political temperatures are already rising.
Despite the criticism, Ruto’s allies have defended the strategy, saying that Cabinet Secretaries have a duty to communicate government progress and ensure citizens understand the impact of national policies. They maintain that this is not campaigning but “public sensitization.”
The directive also comes at a time when Deputy President Rigathi Gachagua and leaders aligned to the emerging United Opposition are reorganizing themselves following recent political setbacks.
Observers say the President’s latest move could force Gachagua’s camp back to the drawing board, as the 2027 battleground continues to take shape earlier than expected.
With Cabinet Secretaries now expected in the field, the coming months will likely reveal how this strategy reshapes Kenya’s political dynamics.
