Residents of Busia County were left surprised early Thursday morning after an unannounced inspection took place near the county’s major healthcare facility.
The routine looking visit quickly turned heads as local health officials and community members gathered to witness the proceedings.
Governor Paul Otuoma arrived at the Busia County Referral Hospital just after dawn, accompanied by a small team of county health officers.
According to eyewitnesses, the governor spent several hours moving through the hospital grounds, speaking to staff, and observing the operations of nearby businesses.
“This was an ordinary inspection, but the findings were far from ordinary,” said one hospital staff member who preferred not to be named.
Observers noted that the governor appeared focused and deeply concerned as he examined various aspects of hospital service delivery and nearby establishments.
According to insiders, the governor’s attention was drawn to several businesses operating in close proximity to the hospital, including shops selling medical products.
Investigations are said to have uncovered links between these businesses and individuals working inside the hospital.
Governor Otuoma later addressed the press, citing serious concerns over operational irregularities.

While he commended the hospital for its overall services, he emphasized that certain practices surrounding nearby retail chemists posed risks to patients and the broader health system.
“The integrity of our health facilities is paramount,” the governor said. “Any activity that compromises patient safety or the proper use of medical resources will not be tolerated.”
Following the inspection, immediate action was taken regarding some of the chemists operating around the hospital premises.
The county government stated that further investigations will continue to ensure accountability and transparency.
Community reactions have been mixed, with some residents praising the governor for his decisive measures, while others expressed concern about the suddenness of the shutdown and its impact on access to medical products.
Local authorities have assured that emergency medical needs will still be met during the ongoing review.
The incident highlights broader challenges in health service delivery, particularly regarding oversight of private businesses operating near public health facilities.
Experts say such measures are critical to safeguard patients and maintain trust in the healthcare system.
Governor Otuoma concluded his statement by urging all health service providers to adhere strictly to ethical standards and regulations, signaling that the county will continue monitoring operations to prevent conflicts of interest and ensure the safety of all residents.
