A quiet shift has taken place at Kenya’s electoral agency, signaling changes behind the scenes at a time when public institutions remain under intense scrutiny.
The development comes as the commission continues internal adjustments aimed at ensuring operational continuity, stability, and preparedness for future electoral and administrative obligations.
The Independent Electoral and Boundaries Commission (IEBC) has appointed Moses Ledama Sunkuli as the Acting Chief Executive Officer and Commission Secretary, effective immediately.
The appointment was announced through an official communication from the commission, noting that Sunkuli will take over the administrative and accounting responsibilities of the electoral body on an interim basis.
Sunkuli is a long serving officer at the commission and brings with him extensive institutional experience, having worked in various senior capacities within the IEBC over the years.
His appointment is expected to provide continuity in the commission’s day-to-day operations as it navigates leadership changes and prepares for key electoral milestones ahead.

In his acting role, Sunkuli will be responsible for overseeing the commission’s secretariat, implementing policy decisions made by commissioners, and managing staff and financial operations.
The position of Commission Secretary is critical, serving as the link between the commissioners and the secretariat while also acting as the accounting officer of the commission.
The IEBC has faced heightened public attention in recent years, with leadership transitions and reforms taking center stage following the 2022 General Election.
The latest appointment underscores the commission’s effort to maintain stability and institutional memory as it works to rebuild public confidence and strengthen internal systems.
The commission did not indicate how long Sunkuli will serve in the acting capacity, stating that the arrangement will remain in place pending further decisions.
Such interim appointments are common within constitutional commissions to ensure uninterrupted service delivery while substantive recruitment or restructuring processes are ongoing.
Political analysts note that leadership decisions at the IEBC often attract significant interest due to the commission’s central role in Kenya’s democratic process.
As such, attention will now turn to how the acting CEO steers the institution during this transitional period.
The IEBC reaffirmed its commitment to professionalism, independence, and transparency, saying the appointment is intended to support the commission’s constitutional mandate.
