**Tough Times for Ruto as He Receives Unexpected Political News from Odinga Family
While in Moscow**

President William Ruto’s ongoing official trip to Moscow, Russia, has been hit by
sudden political ripples back home.

While the Head of State is in the Russian capital seeking bilateral agreements alongside
Prime Cabinet Secretary Dr. Musalia Mudavadi, key figures in the Orange Democratic
Movement (ODM) have issued firm declarations regarding the future of any working
arrangement between ODM and the ruling United Democratic Alliance (UDA) party.

The political tension erupted following a public statement attributed to Interior
Principal Secretary Dr. Raymond Omollo. Dr. Omollo reportedly urged the Luo community
to trust President Ruto’s administration without demanding formal, signed agreements.

However, this position met swift and resolute pushback from key ODM leaders, led
by Kisumu Woman Representative Ruth Odinga.

In a strongly worded response titled _“NO COALITION WITHOUT A BINDING AGREEMENT!!!
ODM Is Not a Luo Party,”_ Ruth Odinga rejected any attempts to reduce ODM to a ethnic
regional party or enter informal political arrangements.

“First, I reject, in the strongest terms, any attempt to present ODM as a Luo party,
and therefore to suggest that the Luo are the ones party to such an agreement,” 
Ruth stated, emphasizing that ODM remains a national entity with strongholds spanning
Coast, Western, Turkana, Nyanza, and beyond.

Recalling Kenya’s volatile history with unwritten political promises—specifically
referencing the 2002 NARC Memorandum of Understanding (MoU) cited by the Waki Commission
after the 2007/2008 post-election violence—she warned against “memoranda without
implementation.”

“The point, therefore, is that ODM would not, and cannot, enter any coalition agreement
that is not a binding legal agreement under the Political Parties Act,” she added,
asserting that ODM will retain its distinct identity, values, and ideology without
folding into UDA.

This development presents a complex diplomatic and domestic balancing act for President
Ruto. While Dr. Musalia Mudavadi continues answering critical press inquiries in
Moscow regarding Kenya–Russia relations, back home, the ruling coalition faces demands
for legal structure if it hopes to maintain a stable partnership with ODM ahead 
of future political alignments.
