The debate over regional representation and inclusivity in government appointments
reached a boiling point on live television during a heated exchange on public sector
recruitment.

The fiery clash erupted between Advocate of the High Court Titus Makhanu and Kesses
Member of Parliament Julius Ruto over allegations of systemic tribal bias in key
parastatals.

Setting off the debate, Makhanu leveled a scathing assessment against the executive,
asserting that the distribution of top state appointments remains heavily skewed
toward a single region.

He contended that the majority of recent appointments to head strategic state corporations
and government agencies predominantly favor individuals from President William Ruto’s
ethnic group and broader regional base.

According to Makhanu, this practice undermines constitutional principles of national
diversity and meritocracy in public service governance.

The remarks drew an immediate and sharp rebuke from MP Julius Ruto, who dismissed
the allegations as baseless and politically motivated rhetoric aimed at stoking 
ethnic disaffection.

The lawmaker termed the statements unjust, asserting that government appointments
are executed strictly in compliance with statutory requirements, professional competence,
and legal merit.

Undeterred by the counter-argument, Makhanu doubled down on his position, challenging
government defenders to test his claims in a court of law.

Expressing confidence in his assertions, the advocate invited aggrieved parties 
to challenge him legally, declaring that he stands fully prepared to substantiate
his claims with hard, verifiable evidence.

The exchange highlights growing public scrutiny and ongoing debates regarding ethnic
balance, equity, and transparency within Kenya’s public institutions, as political
figures continue to clash over compliance with constitutional directives on national
unity and regional inclusivity.
