Nairobi – President William Ruto has issued a personal and state apology to the family of Rex Kanyike Masai, who was fatally shot in Nairobi during anti-Finance Bill demonstrations in June 2024.
The apology was delivered on Thursday, October 29, 2026, by Professor Makau Mutua, chairperson of the Panel of Experts on Compensation of Victims of Human Rights Violations. Mutua led a panel delegation to visit Rex’s mother, Mama Rex Masai, at her residence in Kayole, Nairobi.
In an official statement released following the visit, the compensation panel confirmed that it had conveyed both the President’s personal condolences and a formal state apology for the tragic loss of the 29-year-old protester.
“Prof. Makau Mutua, chair of the panel, and the panel members paid a visit to Mama Rex Masai in Kayole today, delivering the president’s personal apology as well as the state’s to the family for their loss,” the panel stated.

The delegation was accompanied by representatives from key rights enforcement bodies, including the Independent Policing Oversight Authority (IPOA) and the Kenya National Commission on Human Rights (KNCHR).
According to the panel, the engagement aimed to reinforce national reconciliation, promote healing, and advance the ongoing compensation process for victims of public demonstrations.
Rex Masai was shot dead on June 20, 2024, in the Nairobi Central Business District, becoming a prominent symbol of the deadly crackdown on youth-led anti-government protests. His death sparked intense public outrage and nationwide demands for structural police reforms and criminal accountability.
While the visit marks a significant official acknowledgement, the panel did not disclose whether monetary compensation was immediately disbursed or if further commitments were made regarding the prosecution of the officer responsible for the fatal shooting.
